ECR countries list: how many countries are there?
India focus: the ECR countries list. Checked against official Indian government pages on 30 October 2026. Where official pages disagree, this page says so.
The Ministry of External Affairs (MEA) gives different counts on different pages. Its April 2026 overview of the Overseas Employment division names 19 designated ECR countries. An older MEA web page says 17, and some embassy pages say 18. Treat the newest MEA document as the guide and confirm on eMigrate before you travel.
The 19 countries named by the MEA in April 2026
Afghanistan, Bahrain, Indonesia, Iraq, Iran, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, South Sudan, Sudan, Syria, Thailand, the United Arab Emirates and Yemen.
The same overview says the issue of emigration clearance for Libya and Yemen is currently suspended because of conditions there.
Why do sources say 17 or 18?
- The MEA "Emigration abroad for employment" web page, checked on 30 October 2026, still says 17 and lists 17 names. Iran and South Sudan are not on that list.
- The Embassy of India in Riyadh refers to 18 specified countries.
- The April 2026 overview lists 19.
LiveRec cannot tell which wording is the legally operative list on the day you fly. Ask the Protector of Emigrants office or the PBSK helpline (1800 11 3090), or check eMigrate.
Which Gulf countries are on the list?
Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE are all ECR countries. See the country guides for the UAE, Saudi Arabia, Qatar, Kuwait and Oman.
Which popular destinations are not on the list?
The United Kingdom, Canada, Germany, Australia, Singapore and the United States are not named in the MEA overview. The ECR rule does not apply there. Visa and scam rules still do. See the UK, Canada, Germany, Australia, Singapore and the US.
Do I need clearance for a tourist trip?
No. The MEA says ECR passport holders traveling to an ECR country for purposes other than employment do not need clearance. See ECR vs ECNR.
What the MEA says about minimum wages
The MEA fixes Minimum Referral Wages for Indian workers in the ECR countries, and no employer from that country can hire Indian workers below the fixed wage for the category. Check your contract against the wage your Indian mission has published.
Why the count changes between MEA pages
Three MEA pages we opened on 31 October 2026 give three different lists, because they were written at different times.
| MEA source | What it says about ECR countries |
|---|---|
| Overview of Overseas Employment division (21 April 2026) | 19 designated ECR countries, with clearance for Libya and Yemen currently suspended. |
| FAQ on issues of intending emigrants (last updated 21 February 2024) | Says "18 ECR countries" in the text but lists 17 names. |
| Emigration abroad for employment (last updated 16 May 2016) | Lists 17 countries. |
The most recent document is the April 2026 overview, so this page leads with it. If you are planning a real move, do not rely on any website, including this one. Ask the Protector of Emigrants office or call the MEA helpline 1800 11 3090 and get the answer for your destination and your passport.
How to use the list in three steps
- Look at your passport. Is it ECR or ECNR? See ECR vs ECNR passport.
- Check whether your destination is on the current list. If you hold an ECR passport and the destination is listed and you are going for employment, you need emigration clearance. See emigration clearance.
- If your destination is not listed, the clearance rule does not apply. That does not mean the job is genuine. Check the employer and the agent separately.
Common mistakes
- Using an old list from a blog or a video. The page you read may pre-date the April 2026 overview.
- Thinking a country is "safe" because it is not on the list. The list is about the clearance process, not about whether an offer is real.
- Forgetting transit and visa type. The MEA FAQ says ECR passport holders traveling to an ECR country for non-employment purposes do not need clearance, but they must show a valid passport, a valid visit, residence or study visa, and a return ticket at the airport.
- Ignoring a suspension. The April 2026 overview says clearance for Libya and Yemen is currently suspended.
Frequently asked questions
Is the list the same as a travel warning?
No. It tells you where ECR passport holders need clearance to take up a job. Travel advisories come from Indian missions.
Where do I check the latest list?
On the MEA website and at your POE office. Dates matter: the MEA pages above were last updated in April 2026, February 2024 and May 2016.
Does the list change?
It can. The MEA overview says it consults Indian missions on rules for ECR countries, and it notes suspensions. Confirm on the day you apply.
