How do I get emigration clearance?

LiveRec EditorialUpdated

India focus. Checked against official Indian government pages on 30 October 2026. Where official pages disagree, this page says so.

Emigration clearance (EC) is the permission an ECR passport holder needs before going abroad for work in an ECR country. A Protector of Emigrants (POE) grants it after checking the contract, the visa and the insurance. Without it, you can be stopped at the airport.

When do I need emigration clearance?

Only if your passport is ECR, you are going to take up employment, and the destination is on the ECR list. Other travel needs none.

Which documents does the MEA list?

For semi-skilled individuals applying directly to a Protector of Emigrants, the MEA FAQ lists, in original:

  1. A passport valid for at least six months with a valid visa.
  2. The employment contract from the foreign employer.
  3. The challan showing payment of the prescribed fee.
  4. The insurance policy under PBBY.

Unskilled workers and women applicants have stricter requirements. The FAQ says the contract must be attested by the Indian embassy or backed by a permission letter from the Indian embassy or consulate. Women applying for work abroad are subject to age and sector rules; ask a POE office, because the rules for domestic workers are different.

Who applies for me?

You can apply directly or through a registered recruiting agent. If there is a gap in the papers, the POE tells the applicant or the agent in writing. Do not hand your original passport to anyone who is not a verified registered agent.

Where is the clearance checked?

The MEA says eMigrate is linked to the immigration system at airports, so officers can validate the clearance online at the immigration check post.

Which office handles my case?

The MEA overview lists POE offices at Mumbai, Chennai, Delhi, Kolkata, Chandigarh, Hyderabad, Cochin, Thiruvananthapuram, Jaipur, Lucknow, Patna, Bengaluru, Guwahati, Ranchi, Bhubaneswar and Agartala. Read about the Protector of Emigrants.

What it does not cover

Emigration clearance is not a visa. The destination country's government issues the visa. See the country guides from the hub.

Step by step

  1. Check that clearance applies to you: ECR passport, ECR country, employment purpose. See the ECR countries list.
  2. Get the job offer and visa. For direct hires, register on eMigrate. For agent hires, the agent files the case.
  3. Buy the PBBY policy. See PBBY insurance.
  4. Pay the prescribed fee by challan, as the MEA FAQ says, and submit the documents.
  5. The Protector of Emigrants checks the application and documents for accuracy and issues the clearance.
  6. At the airport, the immigration check post validates the clearance online. The MEA overview says eMigrate is integrated with the immigration system.

Extra rules the MEA lists

The MEA FAQ (last updated 21 February 2024) says unskilled workers and women going directly need a contract attested by the Indian Embassy or a permission letter from it. It also says a ban was imposed on granting emigration clearance to women below the age of thirty for employment in any ECR country. The MEA overview of April 2026 describes extra safeguards for women, including that recruitment of female domestic workers is restricted to listed state government agencies. Read the current rule at the MEA or your POE before you plan, because these rules can change.

Common mistakes

  • Leaving the process for the last week. The case, the insurance and the visa all have to match.
  • A visa for one job category and a contract for another. The MEA page on emigration for employment says the visa should match the category you were recruited for.
  • Traveling first and "sorting clearance later." The airport check validates clearance online.
  • Letting a third party hold your documents.

What clearance does not do

Clearance does not mean the job is genuine, that wages will be paid or that the employer is safe. It is a government check that the process was followed.

Frequently asked questions

How long does it take?

The MEA pages do not give a time. Do not trust an agent who promises a fixed date. Ask the POE office.

Who do I call if my clearance is stuck?

The helpline 1800 11 3090 or [email protected], and the eMigrate helpdesk for portal problems.

Do I need clearance for a holiday?

No. The MEA says ECR holders going to ECR countries for non-employment purposes do not need it.
